Understand count differences
The browser uses word segmentation when available. Punctuation, compounds, emoji and languages without spaces can be treated differently by another counting system.
Characters with spaces and without spaces also answer different questions. A publishing form may use its own definition of a character.

Check the finished version
Recount after changing the title, adding a note or pasting into the final form. The text submitted should be the same version you measured.
Treat any reading-time display as an estimate. It is not a measured duration for an individual reader.

A form allows a maximum number of characters, including spaces.
Use the character total that includes spaces, then verify the pasted text in that form.
